PINFRA's sustainability model focuses mainly on two pillars:

Environment

PINFRA has all the necessary concessions, permits, and authorizations to operate all its projects and facilities, and is in complete compliance with environmental legislation.

The Company is subject to the provisions included in the environmental legislation made up of:

  • The General Law of Ecological Balance and Environmental Protection and its Regulations (Ley General del Equilibrio Ecológico y la Protección al Ambiente y sus Reglamentos, “LGEEPA” for its Spanish acronym)
  • The General Law for the Prevention and Integral Management of Waste and its Regulations (Ley General para la Prevención y Gestión Integral de los Residuos y su Reglamento,“Waste Law”)
  • The General Law for Sustainable Forestry Development and its Regulations (General de Desarrollo Forestal Sustentable y su Reglamento, “Forestry Law”)
  • The General Law of Wildlife and its Regulations, the Law of National Waters and its Regulations (Ley General de Vida Silvestre y su Reglamento, la Ley de Aguas Nacionales y su Reglamento, “Water Law”)
  • The General Law of National Assets and its Regulations (Ley General de Bienes Nacionales y sus Reglamentos)
  • The Regulations for the Land Transportation of Hazardous Materials and Wastes (Reglamento para el Transporte Terrestre de Materiales y Residuos Peligrosos)
  • The Regulations for the Protection of the Environment against Noise Emission Pollution (Reglamento para la Protección del Ambiente contra la Contaminación Originada por la Emisión de Ruido)
  • The General Law on Climate Change and its Regulations (Ley General de Cambio Climático y su Reglamento)
  • Mexican Official Standards (NOMs)
  • Laws and regulations of the states and municipalities where its projects and facilities are located

Due to the nature of the business, some projects require the removal of forest vegetation and are therefore subject to the provisions of the Forestry Law and need to obtain authorization from the Secretariat of the Environment and Natural Resources (Secretaría de Medio Ambiente y Recursos Naturales, “SEMARNAT” for its Spanish acronym) to change land use on forest land.

Certain projects may intervene in areas with watercourses, and therefore are subject to prior authorization from the National Water Commission (Comisión Nacional del Agua, “CONAGUA”), a decentralized agency of SEMARNAT, in accordance with the provisions of the Water Law.

The Waste Law regulates the generation, management, and final disposal of hazardous waste, as well as the remediation of soil contaminants.

Risk Management

The Company has various control processes in place to minimize quality, environmental, safety, and health risks.

To cover some of these risks, PINFRA has arranged insurance policies, whose coverage is intended to guarantee compliance with its contractual obligations regarding the expansion and maintenance of the concessioned highways, the payment of the fixed considerations set forth in the respective concession contracts, as well as insurance policies against civil liability and damages to the concessioned highways.

PRINFRA (Promotora y Operadora de Infraestructura, S.A.B. de C.V.) is a major concessionaire in Mexico. To date, the Company holds 23 concessions (including 27 active toll roads, and 2 with partial works), 1 port terminal, 1 bridge operation contract and one electronic toll operation contract for the FONADIN highway network.
